Sir,

Rrap 17 FEB 13
GOVERNMENT HOUSE,
HONGKONG, 23rd. January, 1913.
I have the honour to transmit the enclosed
Petitions from Messrs. E. S. and Mllis Kadoorie for the grant of
Letters of Denization. I shall be glad if they may be forwarded to
the Home Office.
Messrs. E. S. and Ellis Kadoorie are well
known to me and I am well acquainted with the work of the Ellis
Kadoorie School of which I entertain a high opinion. I consider
that the Messrs. Kadourie are fit and proper persons to enjoy the
rights of free denizenship of the United Kingdom.
I have the honour to be,
Sir,
Your most obedient,
humble servant,
THE RIGHT HONOURABLE
LEWIS HARCOURT, M.P.,
